This is an Act 5 side quest, offered by Guardian Syndia in Coven's Refuge.
Guardian Syndia informs you that several witches traveling to join the coven have not yet arrived, and suspects something may have happened to them. She asks you to look for them while in Ugdenbog.

The witches can be found in Ugdenbog, held prisoner by Wendigo cultists some way north of the Ugdenbog Rift. Speak to them and you will open a riftgate to transport them to safety in Coven's Refuge. Return to Guardian Syndia for the reward.
