Go to there and destroy Bollag, Keeper of the Gates.
The resistance has scavenged materials as compensation for bringing down this brute.

Bollag, Keeper of the Gates has four possible spawn points in the Candle District.
Note that he will not spawn near the drawbridge as he initially does during the Someone on the Inside quest.
