This is an Act 6 side quest, offered by Captain Wilfor in the Steelcap District Resistance Hideout as part of the Stoking the Flames quest. Completing the quest will add an improved crafting area for the Steelcap District's Quartermaster and Forgemaster, in the base's north corner.

The Steelcap District and its manufacturing capabilities were once the pride of Malmouth, All is destroyed now, but some old supplies still remain. Captain Wilfor asks you to keep an eye out for any old weapon caches or arcane supplies for use by the Resistance.

The Arcane Supplies can be found west of the Hideout in the Steelcap District, the Weapon Supplies in Malmouth Harbor.

Captain Wilfor will then offer the Liberate the Liberators quest.

In order to fight back, the Aetherial needs to arm its resistance fighters. Without easy access to the forges and arcane circles, the resistance cannot simply forge new weapons. They have to rely on scavenging. Captain Wilfor's scavengers have become aware of two such stashes out among the ruins of the rowhouses in the Steelcap District. Recover these for the resistance.
